Thomas A Buggs, Owner
Thomas Buggs is the founder and owner of TBC. Tom was previously a vice president
for the Travelers Insurance Company based in Richmond, VA from 1992 to his retirement
While at Travelers, Tom had the responsibility for the billing and collections function of
$14 billion of the Guaranteed Cost Receivables and staff of 200+. He implemented a team
based countrywide service center for receivable management including quality control and metrics. This resulted in the consolidation of nine centers into one.
He also led the integration efforts of several mergers\acquisitions in the receivable management
area. This included system conversions and expense saving initiatives.
He was instrumental in several key system enhancement initiatives which resulted in
Throughout his career, Tom has led several reengineering projects through out all
receivable management operations at the Travelers.
He also successfully led the business process operation migration efforts for both offshore
and onshore initiatives.
Tom first joined Travelers in 1973 and for next two decades he performed as a premium
auditor, operations manager, and operations director in several Travelers locations. This
provided Tom with knowledge and experience in premium audit, policy administration and
receivable management. His career went from state responsibilities to regional and finally,
national. Throughout his career he has developed quality relationships with insurers, agents,
and industry personnel.
Tom was a member of the Insurance Credit Executives Board and earned his BS in
accounting from Ithaca College.
